 The City will have an on-site project representatives, Garey Pankonin and Nicholas Hooper, from SEH, the City’s engineering firm, on-site fulltime during construction. They will be observing the construction and will also act as a liaison between the contractor and the property owners.

If you experience any disruption in services (water, power, phone, etc.) during the construction period, please contact a representative on the above list right away. The sooner we are aware of an issue or concern, the sooner we can work to address it.

The City of Cambridge began a street reconstruction program in 2001 to improve driving conditions, reduce maintenance and maintain property values.  Since then, there have been over 27 miles of streets reconstructed. 

Douglas-Kerr Underground, LLC. is the contractor for this project.  They have successfully completed similar projects and have done a lot of past work for the City.  The 2024 Street Project consists of the streets and bituminous trail systems as listed below.

• East Rum River Drive from Central Avenue to 32nd Ave SW
• Central Ave SW from East Rum River Drive to S. Main St.
• Norway Circle west of S. Laurel St.
• S. laurel St. from Central Ave to 32nd Ave SW
• S. Kenwood St. from Central Ave to 32nd Ave SW
• Kenwood Ct. north of 34th Ave SW
• Kenwood Pl. south of 34th Ave SW
• S. Juniper St. from Central Ave to 34th Ave SW
• S. Ivy St. from Central Ave to 32nd Ave SW
• S. Holly St. from Central Ave to 32nd Ave SW
• 32nd Ave SW from East Rum River Drive to S. Holly St.
• 34th Ave SW from S. Laurel St. to S. Juniper St.
• East Rum River Cir. west of Polk St. NE
• East Rum River Ct. S. south of East Rum River Cir.
• Bituminous Trail from 32nd Ave SW to 34th Ave SW 

The Central Drive Trail connection is a cooperative project with Isanti Township. This includes a paving Central Drive, and installing a concrete curb with a 10-foot wide asphalt trail on the east side of Central Drive from 313th Ave NE to 32nd Ave SW.

1. Replace Asphalt Pavement-the pavement on all streets will be reclaimed into gravel, then graded and paved with new asphalt pavement.  The first layer of asphalt will be paved, all restoration work will be done, and then lastly the final layer of asphalt will be paved. It will take about 6 weeks from the time that the existing asphalt is reclaimed to the time the first of two layers of asphalt is paved. 
2. Replace Concrete Curb & Gutter-all existing concrete curb and gutter will be removed and replace due to the poor condition.  It will be installed close to the same elevation as the existing curb except in areas where adjustments were needed for drainage or access.  There will be a small portion of driveway pavement removed and replaced along with this.
3. Install trails- on-street trails are proposed to be constructed on Ivy St and 32^nd Ave between Ivy and Central Drive.  An off-street trail is to be constructed along Central Drive NE from 32^nd Ave south to 313^th  Ave NE.
4. Underground utility work-some isolated repair work is planned on the existing storm sewer, sanitary sewer and water main.  Several storm sewer catch basins and manholes are proposed to be replaced, some spot sanitary repairs may be done, and several hydrants are proposed to be relocated.
5. Reconstruct retaining walls-most retaining walls will be removed and replaced due to the poor condition, if walls are being replaced, they will be moved back from the street by at least 2’ to allow for more snow storage from plowing.  This will be reviewed on a case-by-case basis. 
6. Street Light installation-the existing street light system will be supplemented by additional lights to provide a uniform street lighting system throughout the project area. 

Phase 1 of the project will be all streets with the exception of East Rum River Dr., Central Ave SW, Norway Circle, and Laurel St. S. north of 32^nd Ave SW. This can be seen on the attached project phase map.  Due to the size of phase one not all curb and gutter will be removed initially but may be broken in a couple smaller areas.  Phase 2 consists of the streets listed above as well as the remaining project work not located in Goldenwood. Phase 2 streets are not proposed to be reclaimed into gravel until mid to late June.  That will be dependent upon how Phase 1 construction is advancing.  

Every effort will be made to provide continuous access during construction however there will be times when some properties will not have access to their driveways.  This will occur when the contractor is working directly in front of the property and during/following the concrete curb construction.  The contractor will contact the property owner/resident prior to disruption of access to allow vehicles to be moved if necessary and to make alternative parking arrangements.  Once the concrete curb/driveways have been constructed they will require about a week of cure time before vehicles can drive on them. Vehicles should be able to park on the street next to this new curb during this time.

 If you have an event scheduled (graduation, open house, garage sale, etc.), please contact a representative prior to the event and we can work with the contractor to coordinate access. 

A public informational meeting for this project was held on August 22, 2023. The meeting was attended by SEH, City Staff, and property owners from the project area. Questions and concerns were discussed at this meeting, some of the larger topics discussed are detailed below.

• There was concern on the proposed sidewalk along the south side of 32nd Ave. Residents from the area voiced concerns regarding elevation issues and already small yards and driveways. Residents noted Holly St. had petitioned the 2022 project.
• Lower assessments were requested for areas with no curb replacement. In the past there has been lower assessments for those parcels, more information was sent out in the proposed assessment letter prior to the October Assessment hearing.
• Lighting location was discussed. The proposed lighting system layout will utilize as many existing light locations as possible and attempting to favor sidewalk sides for lights.
• An on-street trail along Ivy St. was agreed upon as the best way to get a North/South trail connection through the neighborhood. This may require no parking on one side, striping down the street and the street may need to be widened 2-4 feet.
• Misinformation regarding assessments being added to mortgage was discussed. Assessments can either be paid off in full by October 15 of 2024 or they will be ratified to property taxes starting in 2025. If taxes are paid from escrow that amount will need to be updated.
• Access concerns were addressed. Access will be blocked for an hour or two when new curb and gutter is poured in front of driveways, or when utility replacement is completed. New curb takes about a week to gain strength and be driven over. On-street parking should be available during this time.
• Partial curb replacement on Norway Circle was discussed. This will be further reviewed, if there is 35-40% needing to be spot replaced it is more cost effective to remove and replace all of the curb and gutter along the street.

A sidewalk was proposed to run on the south side of 32nd Ave SE from Central Drive NE to E Rum River Dr and connect with the existing system. The impacts to mature trees, driveways, landscaping, and yard grades for this portion of sidewalk make it a difficult and expensive sidewalk to install. Due to feedback from residents in the area, Council voted to not construct this sidewalk. To reduce impacts from the trail connection an on-street will be constructed on Ivy St. The street will need to be widened 2-4’ to accommodate this.
